Guangzhou Customs introduced 48 measures on Saturday to support the city’s Nansha district, in a move aimed to increase cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area.

Scientific research institutions from the Hong Kong and Macao special administrative regions will be able to apply for rapid customs clearance for products and samples for research and development, testing, and certification, provided the products and samples have official certificates from Guangzhou’s Market Supervision and Administration Bureau.

Customs will explore the possibility of carrying out the cross-border transfer of medical treatment in all public hospitals in Nansha.

The measures also will include boosting the development of cross-border e-commerce, bonded aircraft leasing, new-energy vehicles, and smart vehicles.

Further, Customs will provide more support to Chinese enterprises that aim to “go international”, as efforts will be made on further developing services in trade, implementing the Regional Comprehensive Economic Partnership agreement, and building a comprehensive services system.

The rule convergence mechanism among Guangdong province, Hong Kong and Macao will be further strengthened, according to the document. Urgently needed drugs and medical equipment needed on the mainland part of the Guangdong-Hong Kong-Macao Greater Bay Area will enjoy more convenient customs clearance procedures. The respective customs departments of Guangdong, Hong Kong and Macao will strengthen law enforcement cooperation on intellectual property protection.

The launch of the latest policies comes four months after the State Council released on June 14 the “Overall Plan for Deepening Globally Oriented Comprehensive Cooperation among Guangdong, Hong Kong and Macao in Nansha of Guangzhou”.

According to the plan, Nansha will be developed into a scientific and technological innovation industry cooperation hub. An entrepreneurship and employment cooperation platform for young people will be set up in the 803-square-kilometer area.

The central government will also support Nansha’s serving as an important base, and strongly support the integration of Hong Kong and Macao into the overall national development.
